Two corridors and a tighter approval regime

Malaysia has 83 facilities in the atlas, and 26 of them, 31%, are still under construction or announced. That is a far younger stock than India's (17% in the pipeline) or Australia's (13%). The country splits into two corridors. The Klang Valley grouping, Kuala Lumpur with Cyberjaya, Shah Alam and their neighbours, has 52 facilities. The Johor grouping, across the causeway from Singapore, has 25.

Published capacity runs the other way. Johor's facilities state 2,829 MW between them against 1,035 MW for the Klang Valley: fewer sites, much larger ones. Kulai alone has 7 records and 1,468 MW, led by YTL Green Data Center Park (500 MW, under construction) and PDG JH2 (300 MW, announced) and GDS at YTL Green Data Center Park (168 MW, announced).

A caution on Kulai: GDS at YTL Green Data Center Park (168 MW) is described by its source as a development within the YTL Green Data Center Park (500 MW). The two records cite different announcements and are kept separate, but the GDS phase may be part of the park's headline figure, so Kulai's total could overstate the site by up to 168 MW.

Cyberjaya: the established hub, re-sized

Cyberjaya is the densest single location in the country with 30 facilities, and Kuala Lumpur proper adds 12. 23 of Cyberjaya's sites are operating; AIMS Data Centre has the most records of any operator in Malaysia (7). The new projects are of another scale; operating Cyberjaya sites that publish a figure have a median of 8 MW, while the largest projects state Vantage Cyberjaya II Campus (256 MW), AIMS 200MW AI Data Centre Cyberjaya (200 MW), EdgeConneX Cyberjaya Campus (200 MW). Among operators, the largest published totals belong to Vantage (587 MW) and AirTrunk (550 MW).

What the rules now favour

Malaysia's pipeline has grown while approvals tightened. Johor set up a vetting committee in June 2024 and by November that year had rejected nearly 30% of applications, partly because sites lacked adequate utilities. In November 2025 the state said it would no longer approve Tier 1 and Tier 2 data centres because of their water use, and new projects must source reclaimed water. In February 2026 the Prime Minister told parliament that applications unrelated to high technology and AI had already been stopped for almost two years. The incentive side points the same way: MIDA's Digital Ecosystem Acceleration Scheme gives digital infrastructure providers a 100% investment tax allowance for up to ten years, open until 2027, provided projects meet the national sustainable data centre guidelines. The result is visible in the data: 15 of the 26 Malaysian projects in the pipeline are flagged AI-ready by their sources.

Power

Electricity comes from Tenaga Nasional (TNB) under its 2025–2027 regulatory period. The power dataset puts the all-in business price at about $0.135 per kWh: a base commercial tariff plus a monthly fuel surcharge, sales tax and a renewable-energy levy. Two recent statements show how large the loads have become. DayOne / TNB Power Generation (2026-08-07): MOU to explore up to 1.5 GW of dedicated on-site generation for DayOne's planned Sepang, Selangor campus. DayOne (2026-10-14): DayOne upsized its Malaysia syndicated financing to about $7.2B and reported billings above 1GW and bookings of about 2.3GW. DayOne's Malaysian campuses are not yet individual rows in the facility table, so its capacity appears here only through these statements.

Only 8 of Malaysia's 83 facilities have published coordinates, so the map below shows a small part of the market; the city tables are the better guide.

Because new approvals now go mainly to AI workloads, much of this capacity will be sold as GPU compute rather than racks. Rental prices for that compute and a census of AI campuses are tracked at computecensus.com.

Malaysia: incentives and restrictions

Digital Ecosystem Acceleration Scheme (DESAC) — Digital Infrastructure Providers · Active · until 2027-12-31

Investment tax allowance of 100% on qualifying capital expenditure, offset against up to 100% of statutory income for up to ten years. Open to Digital Infrastructure Providers such as data centres and submarine cables; projects must meet the Guidelines for Sustainable Development of Data Centres (December 2024). Applications to MIDA are accepted until 31 December 2027. (Malaysian Investment Development Authority (MIDA))

Johor sets up committee to vet data centre applications on water and power · In-force · 2024-06 · Johor

The state established a vetting committee in June 2024 to screen data centre proposals against sustainability and infrastructure requirements. By November 2024 it had rejected nearly 30% of applications, including 4 of 14 from overseas operators, partly because chosen sites lacked adequate utilities. (Johor State Government)

Johor halts approvals for Tier 1 and Tier 2 data centres over water use · In-force · 2025-11 · Johor

The chairman of Johor's housing and local government committee said the state will no longer approve Tier 1 and Tier 2 data centres because of their water consumption. New projects must source reclaimed water, keep distance from residential and commercial zones and pass five levels of vetting covering water, power and environmental criteria. (Johor State Housing and Local Government Committee)

Malaysia confirms new non-AI data centre applications have been stopped · In-force · 2026-02-24

Prime Minister Anwar Ibrahim told parliament that new data centre applications unrelated to high technology and AI had already been stopped for almost two years, while AI-related projects are approved more readily. The statement confirmed an informal screening criterion applied since around 2024. (Government of Malaysia (Prime Minister))
